He was described as 4 feet 8 1/2" tall and weighing 87 3/4 lbs with a fresh comlexion, grey eyes and dark brown hair. He had an oval scar on the nape of his neck. His next of kin were given as Father: Frank Ballard of Horsham, Sussex and Sister: Kate Ballard of Broadbridge Heath near Horsham, Sussex. Despite being found guilty of damaging band property and being ordered to pay for it on 19th July 1898 and of inattention at Band Practice on 26th September 1898 for which he received 3 days CB, Charles was appointed a Bandsman on 28th December 1898. On 10th August 1899 he broke out of Barracks and was also found guilty of "Irregular Conduct" for which he received 5 days CB but this did not seem to deter him and on 11th June 1900 he was absent without leave for 4 days and received 7 days CC and was deprived of 4 days pay in return. This was after he had been reverted to a "Boy" again on 11th January 1900 for reasons unknown. He deserted on 3rd July 1900 but in a strange turn of events he was found to have re-enlisted with the Royal Sussex Regiment under an assumed name, Charles Cairns, Service number 6265.⁴
